Yukon Territories has a couple of small cities, rugged northern landscapes, forests, rivers, lakes and a climate that features brief warm summers and long cold winters. The Yukon has the smallest population of any Canadian region. Much of the Yukon’s economy is connected to mining, hydroelectricity and tourism. Outdoor life is especially celebrated in Yukon with hunting, fishing, kayaking, ice climbing and dog sledding popular. The cost of housing in the Yukon is generally lower than other Provinces in Canada, but the purchase of supplies can be costly depending on your location.

Yukon Nominee Program

The Yukon Nominee Program (YNP) offers five streams through which applicants who intend to live in the Yukon can apply for Permanent Residence. There is no requirement to be working in the Yukon already in order to apply. You will need either a job offer from a Yukon based company, or the ability and intention to establish a business in the Yukon in order to qualify in any of the available categories.

Program Details

Skilled Worker Program
The Skilled Worker Program is for qualified workers who have a job offer from a Yukon employer in a skilled position (NOC 0, A or B).

Applicant criteria:
- you have a permanent job offer from an employer in the Yukon in NOC TEER 0, 1, 2 or 3, at a wage rate that meets the median wage for that position (no LMIA required)
- you meet the education and work experience requirements of the NOC for your intended position
- you have at least one year of work experience related to the position being offered
- you scored a min CLB 6 for Skill level 0 and A or a min CLB 5 for Skill level B on a valid language test
- if currently in Canada, you hold a valid work permit, or a valid study permit and have completed your studies
Employer criteria:
- employer must be a Canadian citizen or Permanent Resident of Canada
- business must have been in operation for a min of 1 year in the Yukon, or is a recognized government body
- business must have a license to operate and be registered on Yukon’s corporate registry
- employer must meet minimum advertising requirements to demonstrate there are no local workers to fill the vacant position
- note that some types of businesses are excluded
Express Entry Program
The Yukon Express Entry Stream is for skilled workers who have a job offer from a Yukon employer in a skilled position (NOC TEER 0, 1, 2 or 3), and who have a current Express Entry profile.
- the requirements for both the employer and the foreign national are the same as those listed for the Skilled Worker program, plus:
- the foreign national must show settlement funds to support themselves and their families upon arrival to Canada
- the foreign national must be in the federal Express Entry Pool
- you would want to consider this program if you have an Express Entry profile, but your CRS points are not high enough that you will get an invitation to apply for Permanent Residence through the federal system. You will have much faster overall processing if you apply through the Yukon EE stream, rather than the Yukon Skilled worker stream.
Critical Impact Worker Program
The Yukon Critical Impact Worker Program is for qualified workers who have a job offer from a Yukon employer in a semi-skilled position (NOC TEER 4 or 5).

Applicant criteria:
- you have a permanent job offer from an employer in the Yukon in NOC TEER 4 or 5, at a wage rate that meets the median wage for that position (no LMIA required)
- you meet the education and work experience requirements of the NOC for your intended position, with a minimum of High School completed
- you have at least 6 months of work experience related to the position being offered
- you scored a min CLB 4 on a valid language test for TEER 4 or 5; CLB 5 for TEER 2 or 3; CLB 6 for TEER 0 or 1
- if currently in Canada, you hold a valid work permit, or a valid study permit and have completed your studies
Employer criteria:
- employer must be a Canadian citizen or Permanent Resident of Canada
- business must have been in operation for a min of 1 year in the Yukon, or is a recognized government body
- business must have a license to operate and be registered on Yukon’s corporate registry
- employer must meet minimum advertising requirements to demonstrate there are no local workers to fill the vacant position
- note that some types of businesses are excluded
Business Nominee Program
The Yukon Business Nominee Program is for high net worth individuals with business management experience who wish to own and operate a business in the Yukon. Applicants who meet the criteria under this program receive a 2-year work permit to enable them to establish themselves and their business in the Yukon. At the end of this period, if they have successfully met the criteria of the program, they are issued a nomination certificate that enables them and their family members to apply for Permanent Residence.

Personal Eligibility
- you score at least 65 points on the assessment grid
- you have completed a min of High School education
- you have at least 3 years of entrepreneurial or business management experience
- you have at least 5 years work experience that is related to the proposed business
- you have never been refused by IRCC or made a refugee claim
- you have no active applications for other provincial nominee programs
- you have a min net worth of CAD $500,000 obtained through legal means (documented)
- you have a min CAD $300,000 in liquid assets
- you intend to live in Yukon while managing your business
- your position within your business will be NOC TEER 0 or 1
- you will apply to Yukon Nominee program before starting business operation in Yukon
- you can demonstrate a planned investment of min CAD $300,000 in capital investments within the first 2 years of business operations
Business Eligibility
You may start up a new business or purchase an existing business, but you must be the one running the company
- the business must fall within one of these categories:
- Information technology
- manufacturing
- value-added processing
- forestry
- tourism products, attractions, services and -facilities
- energy
- mining or mineral development
- agriculture
- cultural industries
- film and video production
The following categories of business are not eligible:
- passive investments
- retail, wholesale operations, distribution operations
- restaurants
- financial services
- business, consultation and personal services
- most professional services
- real estate
- holding companies
- gas stations
Yukon Community Program
The Yukon Community program provides flexibility for employers in hiring foreign workers as critical impact workers or skilled workers to allow workers to be employed in part-time and seasonal work. Employers can create:
- a single position with up to 3 occupations that together equal 1 full-time position (1560 hours per year); or
- up to 3 employers in a single community can create 1 full-time position for 1 person
Employer criteria:
- must be in Carcross, Carmacks, Dawson City, Haines Junction, Watson Lake or Whitehorse
- offer additional employer supports such as housing
- advertise the position as required, and demonstrate no qualified PRs or Canadians are available
- have been in operation for at least 1 full year
- owner or operator is a Canadian citizen or a permanent resident
- the business is not involved in current labour disputes and is in good standing with:
- the Government of Yukon’s Corporate Affairs Branch
- the Government of Yukon’s Employment Standards Branch; and
- Yukon Workers’ Compensation Health and Safety Board

Applicant criteria:
- you must meet the criteria in either the Skilled Worker category or the Critical Impact Worker category above, except the job offer does not have to be for a permanent full-time position
